What I did:
Paper roll pirates and parrots (one or the other would be enough)
Newspaper hats (not a big focus, but could be featured more)
Treasure maps (would work better with more directions)
Spy glasses (a real hit - half a paper towel tube inside a TP roll)
Pirate boats (basically coloring - good for youngn's)
*I also printed out a page of pirate-y clip art, for kids to cut out and attach to whatever they were making - this was a good idea
What I would do next time:
Eyepatches (craft foam or felt + elastic)
Doubloons (card stock + tin foil)
